I've seen this happen - in about 2005-ish (give or take a few years) I was at Subway, ordering a sandwich. it wasn't supposed to storm that day, and the sky abruptly turned green, and the sirens started going off. A very young family from out of the country was there, they went outside and started pointing straight up, exclaiming, "Ooooh, whats that sound? Why is the sky green? Its sorta pretty!" ... the Indian lady that owned that particular subway ran outside and just grabbed them and took us to that particular complex's storm shelter while yelling, "TORNAAAAADOOOOOO!!! INSIDE! COMECOMECOME!" while making enthusiastic whooshy noises. (She didn't speak English well, but she made herself understood quite handily.) It was an interesting afternoon.
It died cause of rain that developed ahead of it. The rain stabled our atmosphere causing the storm to run into a brick wall of stable air then collapsing. If the air remained unstable we would have gotten hit by it full force.

I am a meteorology major and I was three days into my freshman year when the sirens when off in downtown STL. I was so excited when this happened
