It may be mealy bugs or scale. Spray 70% Isopropyl alcohol onto the affected succulent every day until you don't see them anymore. You can also rub them off with a Qtip and then spray Isopropyl alcohol just to be sure you got them all. Mealybugs and scale are common on succulents.
