The study not only exists, the US Government commissioned the report in the Arkansas "mass incarceration" system, presented it in 2018, and completed and published the report in April 2020. The study order from the US Commission on Civil Rights, funded by the taxpayer, found systemic racism, labeled as Racial Disparities and 'disparate impact', in every aspect of the prison system in the state of Arkansas. Black Americans bail, rates of incarcerations, sentencing, every measure was more disparate and worse than white prisoners. The report recommended 'restorative justice.' It largely reflected Arkansas' own report on recidivism that showed such racial disparities in treatment, again with black Americans treat the most unfairly, Latinos in second place, and whites at the top or the most fairly. Of course, the report wasn't a surprise that the state government produced as it reflected the 2011 University of Arkansas law school report showing disparate treatment across all aspects. Now, the Texas 2003 report showin racial disparaties I read.....
