Main tc should be around 17k frags with just frags as the building material, you can make it cheaper by making core hqm and other things out of stone.

at around 17 and 18 minutes you skipped alot of the build

by the looks of it i think its just an upward chute with ladder hatches above the doors

My apologies, Just build upwards towards the floor level that the 3 rd floor gets roofed with 2 full walls and use ladder hatched as showed.
