This is just as I remember scouting in the late 1950s and early 1960s. And despite the shorts we were not cold at all. And yes, the shorts wewre that short if you wanted them to be.
Khaki shorts very durable in all weather. English scouts & guides able withstand all kinds of weather & hardships. They just get on with it & don't complain like now.
to juki0h that remark is offensive, you are suggesting anyone in the scouts are homosexuals , to say there are none would be silly but you are suggesting we all are who have been or are in the Scout Movement , and yes scouts dis wear shorts even during the winter, suggest you go into any city center even in winter with snow on the ground and see how many young women are walking around with no coats on and maybe in short skirts, when you are young you do not feel the cold.
I know I like wearing shorts and probably more often than most, but I certainly wouldn't wear them in the snow like this I'd get my onesie out and wrap up warm!

If you were a businessman, you wore a suit and tie. I you were a housewife, you dressed up and put on makeup. If you were a priest or a nun, you always wore your religious clothes. If you were a scout, you wore a uniform. Since the '60s, people tend to dress for comfort. Even in a corporate environment, people tend to engage in what is termed "business casual." People of the '60s would have found those living 50+ years in the future to be lacking standards in their dress.

That's England for you. If you walk around even in cold weather you see babies in prams without socks on.
They were too embarrassed to be seen in those shorts so they just threw snowballs at the camera.
