His buff ratio is 30-108-50(If you also use his Burst). Even without the Burst, his Buff Ratio is better for Crits AND Base Damage, AND Looping, all basically on command. While SIMULTANEOUSLY having a better star bomb, and better Star Gen.

And that's not even counting that Merlin and Koyanskaya are also pretty serviceable with Emiya, since Merlin's Crit Buffs work with everyone, and Koyanskaya lets Emiya BG Loop anyways, AND recast his skills for even better buffs. But that's not all, in Solo/Anchor situations, or fights where your support dies or is lacking, he would still be a better servant, since his Star Gen is a lot better than hers with both his NP being a crazy star generator and a much better Bomb on his first skill, AND an on command 100% Crit Damage buff, as compared to a conditional one that requires a lot more maneouvering to use properly. Which basically means that even when you consider Crit Supports, Gogh-Miner would only be equal, or(if we're being generous) marginally better in terms of support availability(Normal Van Gogh IS pretty damn good), while Emiya would be roughly equal when considering access to teambuilding comps, and MUCH-MUCH better when considering lack of access to supports, Solo/Anchoring, or just general versatility outside of Crit Damage.
