There're a lot of delay pedals that can do that hold/sample effect: Boss DD-3/5/6/7, Digitech Digidelay / PDS, DOD DFX9, just to name a few. And the delay time used will be way less than 800ms, probably closer to 50-100ms

adam parker It's a similar sound, but he's specifically using the hold/sample function there, not turning a regular delay on/off. Note that the repeat cuts out immediately when he releases.
sure, but you can't save samples in the dl4 and you don't have as much space. the boss is great for space but not so great in that it quantises every loop into standard bars, and has a lot of background hum... i just use it to play pre-recorded samples so i can change tuning live and for bits like in this video...

pretty much any echo pedal can make that sound if you turn the delay time down and the feedback all the way up.
