Who are your most talented people? should not be the first question. The first and much better question should be Who are your best mentors? So train your people to become great mentors (new mindset) and the talent challenge will simply go away. In the meantime ask your people who would they like to have as a mentor. Any manager that does not qualify should be replaced. Just imagine the new culture.
