Police have an obligation to investigate if they get a call. She asked the right questions and didn't make it confrontational. The person in the car cooperated without giving up personal information. I didn't see any "harassment".

I would love to see the police enforce a law like that in the UK. If you are ' in ' your car, on a public street, you can sit there all day , with the engine idling. You would be bored and go home , hours before the police turned up. If they ever did.
