He gave Cell a Senzu bean because he was overconfident and wanted to see Gohan defeat Cell at his best to not only prove he had surpassed him and could carry the torch but because of his pride. I would also like to point out he was right and Gohan is the one who fumbled the bag by toying with Cell and trying to make him suffer, his anger clouding his own judgment (Which he even does *AGAIN* versus Buu). When it came to the Buu saga Goku has every right to be thinking the way he did. Unlike previous threats Buu has nothing to do with him, Vegeta's off his rocker, and he's not even supposed to be there. Him being present during these events is a giant freak accident. He said himself that he believed he could beat Buu when he went Ssj3 but he wanted to give the boys a try because he won't be around forever and I quote "hopefully neither will he" referring to Vegeta. Not only is Vegeta Volatile he's not the best person to rely on. Did he make a miscalculation? Definitely, but his reasoning makes sense given he's supposed to be dead and gone at that moment. As for Dr. Gero Goku said himself that he's not comfortable with the idea of killing someone for what they *MAY* do in the future. Especially since even though they take his advice seriously Trunks is still kinda a random guy they happened across despite his good intentions.
