Premier League referees are not incompetent. They just think they are above the game. Michael Olivier and Anthony Tailor are 2 of the best referees in the world but sometimes they think they can just make decisions based on what they want, not on the rule. He thought its better for the spectacle to keep 11 v 11 instead of applying the rules. You've got to be father of all idiots to think that Kovacic shouldn't have been sent off.

I know everyone will forget about it because of the result, but Kovacic's 1st challenge was worse than Casemiro's, Gusto's and Jones' tackles that got straight reds. Studs up, both feet of the ground, nowhere near the ball, nearly breaks Ødegaard's ankle. The 2nd tackle is almost as bad. Every week the referees mess up.
