I can tell you for sure that Edmonton Alberta is even cheaper than Ottawa. Calgary is by far cheaper than Victoria with amazing jobs too. You can use Kijiji and indeed to confirm this. You still have Red Deer, Lethbridge and even grand Prairie. They are all very very affordable cities with public university or college. Thank you
