There have been discussions to promote the third Brown Bear project since 2008, but negotiations with Russia have been sluggish. Following Russia's annexation of Crimea in 2014 and Russia's invasion of Ukraine in 2022, discussions with Russia on the Brown Bear project have virtually come to a halt as Russia placed Korea on its list of unfriendly countries.
