the Full Cowl 100% used against Nine is clearly much stronger than the one used against Overhaul for 3 reasons:
1.Deku's base stats got enhanced by the Cell Activation Quirk as he stated.
2.Deku got more powerful than before and gained new techniques like Air Force.
3.Deku was performing better feats and more destructive power against Nine than against Overhaul and his final Smash was kinda similar to All Might's United States of Smash since both used all of their One For All embers.

I don’t get it, Eri reversing the OFA damage before it can even affect Deku in the Overhaul battle, it showed Deku’s power level at 6.000.000 while OFA 100% vs Nine is 4.500.000? Deku did not fully pass on One For All to Bakugo and Deku is training to control his power which would mean his past 100% should’ve been weaker then OFA 100% against Nine, the animation in the battle against Nine, it wasn’t just animation. Because accounting the animation it literally showcased Bakugo and Deku with tremendous power. And the 100% Deku had against Nine in my defence could wreck Overhaul harder then last time.

SPOILER ALERT : in the upcoming war vs shigaraki, the manga ka had to make hawks kill twice ( backstabbing him cause full power twice destroys hawks). The reason is that twice alone could win the war against heroes cause his awakening made him extremely op ( copying people and using their quirks ), he could just make 1 000 000 dabi copies and use their flames all at once, the hero army wouldn't stand a chance. So, I pretty much think that twice is amongst, if not, the most op character in the whole manga.
