Cottage pie in phnom penh was not on my mind until I bumped into th co owner of O Boudabar in 172 street phnom penh red light district, who informed me that the bosses wife make the best shepherds pie made with minced beef. Well of course that was like a red flag to a bull, I HAD TO TRY IT. Traditional british cottage pie or shepherds pie but with a twist and a touch of Cambodian spice.
