      He shouldn’t have been offended, though. They aren’t giving him control over the situation not because he wouldn’t make a great captain, but because they need someone experienced in this area for the few days this event is going to take. This wasn’t meant to be a permanent reassignment, and Jellico was the best pick for this short timeframe. From her viewpoint, this is what the Vice Admiral was informing Riker when she stated her simple line.

      @@LittleZbot What she is trying to do may make sense in the big picture, but how she informs Riker is cleverly arranged by the writers to be offensive.
      Starting from the top allows the command crew to be less confused. "Based on reports from intelligence, time is of the essence here. Starfleet is bringing in the person most experienced with negotiating with the Cardassians to lead the mission, Captain Jellico of the Cairo. This allows Picard to be reassigned to a different critical mission that I cannot discuss with you. Unfortunately, the Cairo cannot be spared at the moment, so putting Captain Jellico command of the Enterprise gives him the right aura of authority to impress the Cardassians. I am sorry to inform you like this, and I know this is not a perfect plan, but we are making compromising because of time pressure. I am glad that you are on hand, Riker, to smooth over any difficulties with such a sudden transition."

    I know it's because they're the main characters and need to be involved, but there's something really funny about watching a ship's captain and a *doctor* preparing for a covert ops mission. It's so silly.

      IKR!? I did not think about it at the time when i first watched this episode back in the day.But looking back this operation had "epic fail " waiting to happen written all over it.Nechayev would have been better off taking the extra time to first contact Star Fleet Intelligence.Then get experienced agents maybe some cardassian citizen agents if at all possible.THEN commandeer the Cairo or whichever ship was available at the time to rendezvous with the Enterprise.Which should have acted as their mobile staging area.Picard,his officers,and crew should have been regulated to a support role.In position to act and quickly evacuate the spy team if things went wrong during the mission.

      It's a nod to the original series, and a concession to the reality that nobody wants to see officers do what officers actually do - give orders and shuffle paperwork.
      Obviously the biggest thing is that Starfleet has no Space Marines. Every Navy in history has had a shipboard infantry contingent for away missions, and they'd be the ones clearing the beam-in area, followed by the science teams. Friggin' Starfleet sends the science teams first and they get blasted.

      I was about to say the same thing. Riker in particular handled this badly. Jellico was a good Captain, yes he wasn't Picard, yes he had his faults like any Man...but overall I thought he handled himself pretty well. Not all Captains can be Picard, and it's unfair to expect that. If Picard had seen what we saw, he'd have said that too. After all he spent years serving under officers just like Jellico, which explains why he was a bit stuffy when he got to the Enterprise. The others were too busy trying to compromise him, hoping to find some excuse to get rid of him so they could pull a Kirk and go after "their Captain" even if it caused a war. Only Hollywood would think that was proper behavior.
      I know part of that is the writers fault. They had a clear idea about what they wanted in this episode and part of that was the change in command and how the crew reacted to it.
      It might have worked better if they, Riker especially, had acknowledged their own shortcomings under Jellico and thus becoming a better crew for Picard.

      It can be argued that Starfleet made a bad call by relieving Picard so suddenly. Then to throw a lobotomized crew into action with an unfamiliar captain was an even worse call. They would have done better to brevet Jellico a Commodore and left him command of Cairo as well as the detachment as a whole. It would have left him with two crews that internally worked well and were proven. The manner in which Picard, not to mention Crusher and Worf, were unceremoniously cut from their posts seemed designed to provoke resentment from Enterprise's crew. That's how you foment mutiny.

    Whenever Necheyev shows up on your ship, you know that shits about to get real fucked up real fucking fast.
    She’s given Picard a headache more than once, told Sisko that the Maquis were a hapless bunch of nobodies and he should just deal with them. I’ll bet Janeway sodded off 70,000 light years to fly through Borg infested space rather than host Necheyev on Voyager. She’s so frosty that even Kirk wouldn’t have slept with her and she’d have kicked Archers dog. The woman was a curse!

      @DriftZ TwoSeven it's only the same plot armour that makes whatever the enemy of the week is so fearsome though, just so the underdog heroes somehow defeating them is that much more impressive. And as soon as that enemy IS defeated whatever next one comes along is gonna be bigger and badder and scarier than the last, and whatever the heroes have learned from fighting the previous one or any weapon or technique that was effective there will either no longer matter at all, suddenly somehow no longer be applicable for some made-up-out-of-nowhere reason, or not be nearly AS effective. Star Trek is far from the only franchise to have this annoying contrived theme or the worst perpetrators of it, they're certainly nowhere near as bad as Stargate SG-1, Doctor Who or Dragonball Z for example, but it IS still there and annoying nonetheless

    Watching this clip, it hit me that Jelico didn't ask for anything unreasonable. It's just that Riker was extremely comfortable as virtually the second captain.

      Riker was always an insubordinate and unprofessional officer. He usually got away with his behavior because Picard and his other previous CO's liked him personally. However, his resentment at getting passed over eliminated his charm, and all jellico saw was an insubordinate officer whose lack of professionalism blinded him to the larger picture.

    I had an old manager who was like Picard. He was replaced with a new one who was like Jellico. I left the company shortly afterwards. Riker was right: serving under a manager like that who doesn't trust his team to do its job brings no joy and does not inspire loyalty.

    While Jelicho might have had a different style compared to Picard, he was the new CO and Riker should be professional enough to know that each CO has their own style and maybe be open to learning something different from them. Riker was given three assignments: set up a four watch system (an upheaval, but not an impossible task for an experienced XO), have readiness reports from the department heads, and set a briefing with the senior staff. Assuming this was done in their morning, say around 1000hrs, that would give him at least three hours to reassign people, adjust the duty schedule, and tell department heads to write a standard report that can be short and concise. At the same time, Jelicho is a bit tight on the reigns, but he is under the gun and doesn't have a lot of time. Their conflict was a great addition to the story because they both had learned from each other. Hurrah character development!

      @@Redshirt434 That was one action. Just doing one celebratory action does not warrant getting you an automatic promotion. It's a series of jobs being done. In this case, Riker's next step was to take command of a lesser vessel to take independent control of a ship, but he refused to do that.

    I always equated the Cardassian wars as a very small scale, but brutal undeclared war, that was so far from the core of Federation space, than the average citizen, much less the flagship of the Federation never gave it a thought, especially since the Enterprise was always involved in the return of the Romulan Empire's return as a galactic superpower, which was more urgent, not to mention the Borg threat.

      Nope, the Federation council would not allow it. Remember a lot of intellectual pacifist members in the Federation who will only allow for minimal level of defense capabilities. Commandos would not be defensive and they would intellectually destroy anyone on the floor opposing that philosophy.

      Aaaand the Enterprise was the flagship of the Federation, which could very well soon be leading the Fleet in an all-out-war against the Cardassians. Jellico had experience dealing with them. Riker (and Picard to a lesser degree) didn't. Would you want the med student performing your heart surgery, or an experienced heart surgeon?

      admiral Haftel, who tries to, lets say, kidnap Lal. Ross (ds9) coop with section 31 could be seen as a little bit shady. admiral jameson (the one with his youth drug). Leyton (ds9) tries to overthrow earths government with help of red sqaud, and orders the Lakota to attack the Defiant

      To be fair, in the Navy, we have to adjust to new COs all the time. Honestly I’m this situation, Jelico wasn’t a bad Captain. The senior staff were just being a pain because of script. The whole Riker subplot was weak imo

    Admiral Nechayev should have been demoted to ensign for dreaming up this mission.
    The Cardassians/Obsidian order fed her a series of false leads about metagenics and she dreamed up a mission.

    Even though the crew of the Enterprise is the best this scene does reveal how even unbeknownst to Picard his crew has been spoiled by him and even himself. That look on Riker's face after the new caption issued all those bellman orders to him was 'oh yeah, i forgot, that's my job too'. To Worf complaining like a kid to Picard that he turned up the difficulty level, to you can just almost see Beverly just itching to use one of her 'but caption' cards to get what she wants. To the look on Picard's face when he was handed down by the Admiral with very little regard. But all that is what is to be expected when wearing the uniform. So much just in this scene alone.

    That is not an answer.
    Proper planning and preparation for any major undertaking is to have answers ready ahead of encountering an issue, especially a likely issue.
    Knowing that war is a strong possibility, and yet not knowing what you would do in the event of that strong possibility, for such a serious issue, is insane.
    The admiral seems to prefer having to "wing it" when the crisis hits, and make a rushed decision under pressure, rather than a well thought out decision while time permits.
    Maybe it was the intention of the writers to show incompetence of personnel at executive levels?
    And the new Captain (Jelico?) is typical of how many new-hired executives drive personnel crazy, just to make the statement that there is a new sheriff in town. That is a strong indication that it is about their vanity and desire for power, rather than what is best for the business, and should be used by their boss to remove them before they destroy morale.
    You want smart people to be in charge -- not tyrants. Not that they should be a push-over. But if they are going to make things difficult for their staff, it should be done because it is necessary, and not because they want to do so just to prove that they have the power to do so. Personnel should not be forced to jump through hoops simply because you can order it.

      1.) In the seen necheyev(or however you spell her name) is only a vice admiral, the decision to go to war is not up to her, but to the federation president (or whoever is actually in charge of declaring war). It's possible a decision has been made and she wasn't told, however I feel it's more likely the federation wants too see how it all plays out, regardless her mission won't change if the federation is willing to go to war or not, so she has no need to tell the enterprise even if she knew
      2.) As for jellico he is trying to put a more militaristic approach to command, which isn't a bad idea since Picard is VERY relaxed, especially since the enterprise is the flagship

      @@thomashewes5924 1) Granted, the decision of going to war is not up to her. But at her executive level (she is very high up in the food chain), she should know the answer. And if she feels it is not for publication, then she should say that it is classified. She should not convey that she does not know.
      2) Jellico is an example of a boss that makes the work environment inhospitable. I am not suggesting that the staff be pampered. But the staff should not be treated like tools and numbers on a spreadsheet. That results in stress, requests for transfers (losing people that know the ins and outs of the ship's intricacies), and a lack of enthusiasm by the staff. They stop looking out for each other, and start to look out for their own behinds. They end up doing only enough to keep their jobs, until they find greener pastures.

      @@Revkor I don't think the problem was that jellico pushed to hard, data himself said that his orders were reasonable (though it's data so...). I think the problem was that he wasn't Picard. The crew didn't know him so they didn't trust him when he started pushing them outside their comfort zone, I'm sure that if Picard had ordered it there would have been no complaints, at the end of the day jellico needed better communication skills, and that's where he failed

      @@ronin3381 In the Admiral's own words, she is hoping to avoid an incursion through diplomatic negotiation. She then does what we can only surmise is outside of normal practice by assigning Jellico to command Enterprise. We know this because Data shows surprise in this move whereas Riker and Troi are absolutely stunned by the move. Worse, Jellico is not a diplomat, he states that he is not in the episode. But, we are told he handled the most recent diplomatic interactions in the area with the Cardassians. It must be noted the Federation did that negotiation from a position of strength having win the Federation Cardassian War.
      It is silly to not inform Riker, Troi and Data of the subterfuge of Picard, Crusher and Worf being sent on a mission and that Jellico is only a temporary captain.
      But, as much as I like Jellico, he shows he is a poor choice for the job when he is obviously lusting after the Enterprise, which is a huge step up from the Cairo in prestige. He has to know what is going and hints that he does in his banter with Riker later on. yet, he acts like an only child on Christmas Morning.
      It would have been better and more threatening to the Cardassians if Riker retained command of the Enterprise and Jellico stayed on board the Cairo. Jellico would meet the Cardassians on the Enterprise to discuss the situation and it would be somewhat neutral turf for both delegations. The Enterprise is well-fitted for holding such meetings, as it has done so many times in the past.
      As for what was in the best interest of the Federation. It was not the showdown between the Enterprise and the Cardassian but rather finding out about the banned weapons material through the Picard strike team. The Enterprise was fly paper, pinning and holding the Cardassians attention while Picard's team found the weapon.

    The Federations root problem was the Cardassians knew they wouldn’t go to war over one system. They’d hem and haw, gather opinions, negotiate, seek a peaceful solution and ultimately do nothing. What the Federation needed was a massive mobilisation to show they would respond. If the Cardassians knew the Federation would react they’d never dare try anything. Most of the border problems would vanish without Starfleet firing a shot.

      That was the issue in many TNG episodes. The Romulan who survived a crash or storm after setting up a spy station inside federation territory was handed over without being executed much less interrogated, imprisoned, or even an apology from the Romulans. It was all the Romulans whining about how "you better not mistreat our spy!" and Picard and the Enterprise just hand him over. It was all done in an attempt to mend relations but this was Gene Roddenberry's attempt to show what should be done in real life politics. Never forget that most of the political actions done in this show are from a socialist's ideas.

    As a kid, the reluctance it made perfect sense to me that Riker and the other senior officers reacted badly to the changes in the ship's command structure and the hardass quality of Captain Jellico: He and Admiral Nechayev were were outsiders messing with the status quo! But as an adult, it's amazing how unprofessional the Enterprise senior staff look here.
    Neither Admiral Nechayev nor Captain Jellico did anything remotely out of line. Nechayev in particular went above and beyond to be tactful in her efforts to keep things moving along in the midst of the senior staff's disorientation. If I were in her position and Riker hit me with the "With all due respect" line, I'd tell him to think carefully about how he finishes that sentence. Commanders do not make galactic policy, and if an admiral indulges them in conversation on policy matters, that's a privilege. In this scene, Riker was speaking to the face of Starfleet Command with all the petulance of a spoiled child. Jellico was right to eventually relieve him.
    And Jellico, for his part: Well, he certainly was tone-deaf to the human element--which arguably compromises him as a starship captain--but procedurally all he did in this scene was give Riker orders of the sort that are exactly in an executive officer's wheelhouse. (Riker: "You mean we actually have to do our jobs this week?!?! O_o")
    I'm not one of those people who conceives of Starfleet as a military organization, but this goes beyond failures of military-grade discipline and gets into the realm of flat-out lack of professionalism.

      There are problems with Jellico.
      He told LaForge to do major adjustments in a short time and took a third of his engineering group away to do security protocols. He increased to 4 shifts a day without additional crewmen. Or taking them from other jobs to build a gap at that position like engineering.
      You can do 4x6 hours rotation by decreasing the recreation time or by adding more crew.
      Crew does work better with the right motivation. Jellico didn't do anything to motivate. And I could go on.

      Seven things to consider:
      1. Jellico essentially has to transform the Love Boat into a destroyer going into a war zone within three days.
      2. There are reasons why Jellico made these changes. The Admiral has stated earlier that Jellico had prior successful negotiations with the Cardassians. They obviously know that he knows what he's doing. I feel that the Admiralty had Jellico's back on Day 1. Jellico might have made the changes on the Cairo that the Enterprise-D crew is expected to make...during the previous negotiations.
      3. It's hard for me to believe that none of the senior staff ever worked with Jellico. But, is there a single member of the crew who worked with The Captain in a prior assignment?
      4. In addition to a new Captain, there is also a new Chief of Security and Chief Medical Officer. We do not know a thing about those two officers--not even their names. It's possible that one (or both) of them knew Jellico on a previous assignment. They could be giving Jellico advice and support OR they could give the same advice that Picard said "give them time". The new Security Chief had to deal with a new staff, a temporary increase in staff (such as having a botanist go to security), rearranging schedules, possibly a new boss.
      5. When it comes to the issue of "give us time", Jellico has stated in several moments that he doesn't have the luxury of time, for a honeymoon...
      He empowered both Riker and Troi to essentially do their jobs. Riker personally oversaw the training exercises. But what wasn't said, was the results of the training. Riker also didn't mention, if he did any type of personal reassurance to the crew, if they felt uneasy about the job. If Riker failed to deliver confidence to the crew, than Rikers not doing the job.
      Similarly, he told Troi to handle the personnel issue. He also asked Troi to discuss any of the "biggest concerns " to the Captain if needed. I supported the idea of putting Troi in a uniform. Why should she be the only senior officer to be exempt from the dress code?
      6. When it comes to being closed minded, critics tend to forget that Jellico kept in touch with the Admiralty. Picard typically turned to the crew for advice, but Jellico took instructions with his bosses..
      7. Jellico did "take the time" to bond with Geordi, right before the mission. The ship was ready according to his requests.

      Different circumstances. Firstly, what is being discussed is a diplomatic negotiation, which is far different from a fight with the borg. Secondly, and more importantly, the borg are straightforward. They adapt, sure, but that's fundamentally reactive, not proactive, it only happens after people do unexpected plans. The Cardassians, though? They're very good at planning and scheming, and as we saw in this very story, Riker put the federation at risk of all-out war due to exactly that. If not for Jellico, the war *would* have resumed.

Starfleet chose Jellico cause he had more experience with the Cardassians and thought Jellico would be the better choice, which I doubt he was. And Benjamin Maxwell almost showed that the Cardassians were violating the peace treaty by covertly transporting weapons, so they already had the intent on going to war. Ignoring the fact that your enemy is secretly arming for war is a strategical failure.

      Creshex ACS ... He had the right to be upset or at the very least feel disrespected. He was in command during the Borg crises and he was in command when they stopped the Borg once they reached sector 001 (aka Earth space). He’s a proven combat officer and he’s worked under one of the best Captain’s in the fleet. The Admiral could have easily explained the decision without jumping to conclusions about his abilities or sounding condescending.

    Its actually interesting from a timeline perspective. 0:39......she mentions the Cardassian withdrawal from Bajor. The Pilot episode of DS9 would air about two weeks or so after the Chain of Command Pt 2 episode. Its nifty actually that in this episode they had already laid the writing groundwork for the Cardassian withdrawal of Bajor. And it also means, that when we see Picard in Emissary with Sisko, he's not far off his experience as a prisoner of Gul Madred!! Triviaaaaa :D

    Interesting name for the new CO if the Enterprise. Admiral of the Fleet Jellicoe was in charge of the Royal Navy’s Grand Fleet at the Battle of Jutland in 1915.

      @@pjmetzen3483 If fooling around on Stellaris has taught me anything, it's not that they're a threat. They just need to make it uncomfortable for the Federation to fight the war for very long by being *costly*.
      Notably, the Federation is - apparently, from how I recall them portrayed - adverse to taking a defensive war onto the offense. They're quite happy to defend what they see as their territory if possible, but when being the defender instead of the aggressor they don't change roles.
      The Dominion War was, of course, a different matter - that was an aggressive war. One which the Federation was seriously under-prepared to wage.
      At this point, the Federation could hold a defensive war's front line stable for a time. I won't say otherwise, but there's decidedly a fatigue over fighting a war which seeps into things. And, bluntly, I am not sure the citizens of the Federation would *support* a protracted war, while the Cardassians would be more than willing to keep a low-intensity war going if it meant they could win concessions out of it. (And, well, they did the last time...)

    the actor who played nechayev would've done a good vulcan, imo. Also I don't get why people complain about her in THIS scene... she's been 10x more infuriating in many others, here she's just giving them orders. the weirdest thing is when she plays semantics with "war" and "incursion". (yeah Admiral we know there's a difference, but Riker was understandably assuming that an incursion into Federation space would mean they were ready to go to war.)

      Along with her command skills. Pulling Capt. Jellico off of his own ship, severing him from the staff he's worked with for, what, years. Stuffing him high handedly in command of another ship where he's unknown to the senior officers and crew, this is doing him no favors.

I was in the North Carolina National Guard, they pulled the battalion commander literally one month before the annual two-week annual training at a four-states-away location. Needless to say, the new commander had entirely different goals than the first, and the two weeks was spent running around in circles, the entire chain of command getting yelled at for not meeting objectives. People got relieved of their company command when they couldn't meet the expectations in such a short order.

    This was one of those TNG episodes that was more for the performance than story. Last year Picard and Data infiltrated the Romulan home world and returned without any issues. This time Picard gets caught almost immediately. If I was Picard I would have been like, ok Gowron I need another cloaked ship. No were not going to Cardassia Prime were headed to a planet no one cares about called Celtrus III. Anything we find can be yours. Oh yeah we think the Cardassians are developing a weapon of mass destruction that could also affect the Klingon Empire. Ok Starfleet I need a few JSOC guys for an infiltration mission. Ok lets go to Celtrus III. Keep the cloaked ship in orbit. Keep a transporter lock on the team, the second there in trouble get them out of there. Mission complete. Oh yeah Necheyev has the most annoying voice. Nothing a hard punch to the face won't cure.

    The TNG writers have the unfortunate tendency to leave the viewer with the impression that _everyone_ in Starfleet who is not part of the Enterprise crew is totally incompetent, if not outright insane.

    I was always annoyed when the Enterprise was referred to as the "flagship".
    The admiral should know better, since a flagship is the ship in a battle group where the admiral is, and is flying the admirals "flag". The Enterprise is neither.

      "Flagship" has more than one meaning. It can also mean the best or main component of a chain of things, like a flagship store, flagship product line, etc.

      @@Aeroldoth3 Yes, "flagship" means the best of something, in civilian life. But Starfleet isn't civilian, it's the Naval force of the Federation. If the Enterprise is the "flagship", then what do you call the ship in the fleet which carries the commanding admiral?
      Granted, Starfleet is to the Navy what Guitar Hero is to playing the guitar. Apparently, Chief O'Brian is the only enlisted person in all of Starfleet.

      I think the problem is that exactly what Starfleet is, is the problem. It's not exactly military, it's not exactly civilian.
      In fact, as I think about this, I cant' recall any ship from any other "race" ever being called a flagship. Did we ever see the Cardassian flagship, Klingon flagship, Romulan flagship?
      I think the only time I've ever heard it used in the show was about the Enterprise, not even for any race, as you say when carrying an admiral.

      @@AudaciousAce1989 More than one of them got blown up, even. We know that Yamato was blown up by the Iconians, and that Odyssey was kamikaze'd by the Jem'hadar, and I'm pretty sure we see a number of other Galaxy-class ships take their lumps throughout the Dominion War.

    My god why are all admirals so fkin callous. Nyechev could of made this a significantly smoother transition had she taken, I don't know, maybe 30 more seconds to properly explain the situation and actually listen to the answers to the questions SHE ASKED.
    Instead she abruptly relieves Picard of command and insults the first officer several times in her own debriefing. This is a guy that lead The Enterprise during the Borg threat and accomplished the impossible. You're gonna look him in the eye after cutting him off and tell him he isn't good enough and you honestly expect things to go well afterwards? Jesus.

    Honestly, Will was way out of line in these episodes. He got too used to being obeyed by his organisms. But being able to play fast and loose with his authority figures.
    Jellico Is is a professional and competent officer, and honestly, probably one of the best pictures of a captain star trek ever gave us outside of the main cast. Hes obviously somebody with military background and poise. He runs a tight ship and he expects excellence. Will got too comfortable with how things were going and was not ready to adapt to how things needed to be under a new command.
    While it was certainly not one of his most well known roles. I honestly love Ronnie Cox as Jellico. On rewatch, i think he made a fine captain.

      You can see in this clip that his real beef was not being allowed as default to take command of the ship, that he would have to be reporting to another captain. It did not matter who that captain was, could've been anyone, he would've had the same attitude of contempt for that person.
