    Philly hillbilly electric was told the only electric ultility around that required 3 meter sockets for homes that installed PV. ( At least 6 to 8 years ago ). They received a large grant ten years ago to install smart meters but call it lazy metering. They will not allow you to access the smart meters by your computer or cell phone like most ultility companies but can send out a signal to cut power. Was on a job where we pulled two meters to upgrade service and within 25 minutes they had a truck out seeing why building stopped using power.

    Most people have never seen the inside of these boxes. Maybe you could show us?

    The other thing that 100 amp service has out of code is the branch feed without it's own disconnect. Most likely there's a splice inside the meter pan that's crowding the fill rate as well. These days (and likely back then too) most areas would require a metered main with a disconnect to each of those feeders, just due to distance. (that means a pair of breakers / disconnects directly by the meter)
