Yes, just you have to collect application form from section office (Academic Branch) RGU and make a payment of require fee in Vijay Bank in the same building and submit the form to the Section Officer and you will get your certificate.

I think the university is not maintaining the site at the most. They should give an option for every query.

I think you have to make an FIR and along with that copy you just go and apply in Academic Branch for the lost marksheet.
