Let's assume I created a network with limited number of ips Ex: 172.12.0.0/31 i.e., 2 ips If I created more than 2 containers on same network what happens??

Actually host network means you directly bind the container to host machine network so directly access your application without port mapping

No, but you can use some loadbalancer in front of two containers. this is old legacy model.
