Yes, it counts. The idea of the event is to receive an R card other than by upgrading, so you need to buy it or wait for the Duck box to give you a premium pack where you can find an R.

i have 4/9 and i wasted 400 diamonds so now i’m broke and i cant finish this theme and i’m so sad cuz it so pretty
good for you you have 4 for 400 diamonds, I only have 3 and wasted 1000 and all of them are 2 dupes of Mina and 1 Jihyo... Im so broke 😭
