You're factually wrong. It's not "..gives you a second passive gaining agility and movement speed as as you're not attacking".
It's giving passive ms and agility when HE'S NOT BEING ATTACKED

Nobody said other than that, as long as its a second passive and you can keep original passive it's something and it's much better than the other facet, thanks for the comment my friend i guess the video and thumbnail was clear enough!
