When I went to Chiang Khong, there was a restaurant in the main street and the Thai owners lived un the US for quite a few years. They served western & Thai food. The walls had many US photos. Even the previous King meeting Elvis Presley (if I remember correctly). Great place. I could be wrong, but I think the ferry over to Laos was reserved for the Thai people so they could go about their usual business without being crowded out by tourists. Makes sense to me.
