Be careful, I followed these steps and got a - Fatal error: $CFG->dataroot is not configured properly, directory does not exist or is not accessible! Exiting. Had to restore from back up - sure it has something to do with the config file data root
Aapne blocks folder to fully delete karke transfer kar diya, ab isme old moodle ka bacha hi kya fir ? only ek "elan" theme folder hi new he, baki saari files and folder new he. please reply

It's based on your pro/customized file, otherwise you can use all new files
