Eli caused Seb's death. He was the ringleader. I really wanted him brought to justice for his sick and evil plan. Corey did all the damage, he kept on kicking the shit out of Seb 'till he was lifeless. But Eli ordered him and Kelly along with another yob to do the dirty work. So my evidence is that Eli was the true evil villain of the piece and presumably, he is serving life in prison for all his dastardly plots.
