Cell was fighting for his life the entire arc. Every time he got a powerup and starts acting like he's hot shit he gets wrecked two minutes later. The Vegeta genes comprise 90 percent of him, everything else is in the single digits.

Perfect Cell was kind of an inversion to that, actually. He beat Vegeta, toyed around with Trunks, and was undefeated for a while, with Goku continuously saying, "I don't think I'm stronger than him." Then he fought Goku, he quit, and fought Gohan out of disappointment.
Everything basically went his way at this point, so he had nothing to worry about. He wanted to fight Gohan at his best, no different from what Goku and Vegeta did with Frieza and Cell. The only problem was that Gohan's best turned out to be far beyond expectations.

Versing Cell, Gohan thought he lost power he couldn’t access after his arm was incapacitated.
His Zenkai Boosts were also incapacitated from working properly when he lost S Cells and didn’t have his full body potential.

Fun fact in Tenkaichi 3 devil man's devil beam damage is dependent on who he hits IE if its a evil character it does a lot of damage but if it's a good character it does little damage with the exception of kid Goku or goku in general who takes no damage. Funny enough though despite being described as a kind hearted character Gohan actually takes damage from the attack and after seeing this I can see why bro had years of pent up aggression

Omega shenron move on Vegeta with the spikes was somehow worst than second form frieza did to krillin like it was so bad they made that a super move for shenron in Tenkaichi
GT might be inconsistent with the series that came prior to it, and sometimes its even inconsistent with itself, but holy DAMN I will *never* skip it while doing a Dragon Ball binge, both bc SSJ4 is my favorite form in the entire series, and because that series some of the absolute best violations and humiliation moments in DB, Gogeta's entire fight is just him clowing on the strongest mf we had seen so far (plus while apparently some people hate it, DBGT has that old DB comedy that I find nostalgic and love so much, which unfortunately Super doesnt has)

I think y'all are missing the biggest difference here. Aside from transforming Frieza never demonstrated the ability to straight up regenerate at will.
Frieza kept listing off percentages to Goku. So he probably already had a good idea of what his full power was since he was already in his final form and getting cooked.
Meanwhile Vegeta knew literally NOTHING about Cell's full power. Hell, as far as he knew at the time Cell's maximum could have been even HIGHER than what we saw.
Finally, when Goku let Frieza power up it was to humiliate and humble him. Gohan already did that. He proved time and time again that Cell was cooked. There was no logical or moral reason to prolong a fight against an already defeated opponent who you KNOW will return without a scratch from anything short of being atomized.

Piccolo alone could have faded cell, he was INSANELY strong compared to him. He was toast before he was about to get jumped in that scene where he had to run away. So the special beam cannon is so strong it cant be blocked by people unaware of the technique even if they're stronger UNLESS like in piccolo's case they're waaaaaaaaaaay stronger.
Cells gap between him and piccolo was like 100x the gap between raditz and piccolo.

I do like that Beast Gohan, even if he's a glorified nostalgia bait, design wise, is also not falling for the same tired trope of Gohan getting a new form and getting cocky.
He goes Beast, tanks a punch from Cell Max and is like 😏 and finishes him off with finesse like it's just another day on the job.
I want Gohan to keep being his dorky scholarly self, but I also hope Himhan is here to stay when the time to defend the universe arises.
