Very much possible. Hence I first recommend that after all the testing is done, create a fresh SharePoint list to make sure you have all the item IDs. Second, add an action or a step that if item ID for that random number is blank then run the rand action again.
I think an option would be getting the winner directly from the GetItems array, it's already filtered and the random value won't exceed this array's size

I'll be honest, there is a slight potential. I've do all my raffle ticket drawings at one time and never had this problem though.
