I mean kinda. There are communities that play with each other from time to time. From what I understand you can also play publicly through the PPSSPP Servers but I think that is pretty dead. If you search people to play with and a how to setup everything, check the discord link inside the description. It takes you to Luiz DS Server. he's the one who provides the VPN everyone connects through and he's hosting events for GTA VCS, LCS and CTW from time to time

there are other gamemodes. some are good and some not so good.
