Patrolling LEO should be able to separate vagrants from anything that person is not able to carry on their backs - if they did this on the streets, they would not have to deal with THIS, on the beaches. Something is wrong with the police there, if they allow the camping to happen in the first place (and then they have to clean it all up again, once a week?)… Being homeless is bad, and my heart goes out to them.
