There are very subtle differences in the way Willem performs the Goblin and Norman's personalities in this film. Sometimes they can be hard to spot. I also recently learnt that Willem wore covers on his top teeth while playing Norman, and then in the mirror scenes, he had his natural teeth showing while playing Goblin in the reflection, so there's also a subtle difference in the appearance between the two as well. Such an interesting attention to detail and something that was never carried over to Spider-Man: No Way Home.

This movie actually followed a good versus evil understanding more rigidly than any other Spiderman. The fact that Aunt May said the Lord's Prayer and the villain made sure she finished shows how they both knew the Prayer, just as evil knows very well the power of God, the Faith of His People and works openly against it. Consequently, having her finish the prayer was actually God using His Mercy and Grace through the conflicted Goblin/Osborn. The Goblin/evil side believes it is cruel to finish the prayer so that it shows Aunt May there is no one to save her, but in doing so he actually completes the prayer she was interrupted in praying and proves that God is by her side even when her body is in danger and furthermore proves that Osborn is still present while the Goblin is supposedly in control. I'm not sure if anyone on the writing staff thought this deep into it but the scene presents the understanding of God's Grace and the Power of Prayer in Faith in a wonderful way. Deus Vult
An underappreciated aspect of these movies is the way it depicts psychological familial abuse. Norman constantly shames Harry for not living up to his expectations. So he dates MJ, partly as an act of revenge on Peter for having the sort of relationship with his father he wished he had, and partly to impress his father. But that's a shallow reason to date someone, and Norman is right onto that fact in this scene, but he's so cynical that he fails to recognize that for the plea of approval that it is. He just dismisses MJ as a golddigger and calls Harry "unwise." Harry is heartbroken by what Norman says about his girlfriend, yet it's interesting that he doesn't try to consol MJ after his father leaves. And when MJ, rightfully, calls Norman a creep, Harry defends him way more passionately than he defended her to his father. It's like Harry has been trained to think and feel exactly as his father does, no matter what, to the point that he declares his father was right about her later. Harry seems singularly motivated by pleasing his unpleasable father, to the point that it causes him to repest his most abusive tendencies.

He was Goblin the whole time. Norman was heavily Goblin when he got off the elevator. It also happened that Norman was fighting the Goblin aggression in him.
The fact is, I think, that the Norman/Goblin dichotomy in this movie is taken way too literally, and the NWH rendition of the character certainly didn’t help with that. The reason why we only see “the Goblin” when Norman is alone is that there really isn’t any Goblin. The monster in the mask is just Norman shifting the blame off himself the only way he can, by creating another person entirely who’s responsible for his crimes, rather than admitting that HE is choosing to commit those crimes. So yes, this is Norman, and yes, this is the Green Goblin. There is no true difference.

There are very subtle differences in the way Willem performs the Goblin and Norman's personalities in this film. Sometimes they can be hard to spot.
I also recently learnt that Willem wore covers on his top teeth while playing Norman, and then in the mirror scenes, he had his natural teeth showing while playing Goblin in the reflection, so there's also a subtle difference in the appearance between the two as well. Such an interesting attention to detail and something that was never carried over to Spider-Man: No Way Home.

But the fact is norman was shocked & guilty after finding out that Peter is spiderman & didn't want to tell Harry or anybody. He was only using mary jane as an excuse to leave which caused her to leave as well. All because Peter is a superhero. Norman osborn is the green 💚 Goblin who hates spiderman. He doesn't want to hurt peter but his Goblin persona kept forcing him to do it.
This movie actually followed a good versus evil understanding more rigidly than any other Spiderman. The fact that Aunt May said the Lord's Prayer and the villain made sure she finished shows how they both knew the Prayer, just as evil knows very well the power of God, the Faith of His People and works openly against it. Consequently, having her finish the prayer was actually God using His Mercy and Grace through the conflicted Goblin/Osborn. The Goblin/evil side believes it is cruel to finish the prayer so that it shows Aunt May there is no one to save her, but in doing so he actually completes the prayer she was interrupted in praying and proves that God is by her side even when her body is in danger and furthermore proves that Osborn is still present while the Goblin is supposedly in control. I'm not sure if anyone on the writing staff thought this deep into it but the scene presents the understanding of God's Grace and the Power of Prayer in Faith in a wonderful way.

An underappreciated aspect of these movies is the way it depicts psychological familial abuse. Norman constantly shames Harry for not living up to his expectations. So he dates MJ, partly as an act of revenge on Peter for having the sort of relationship with his father he wished he had, and partly to impress his father. But that's a shallow reason to date someone, and Norman is right onto that fact in this scene, but he's so cynical that he fails to recognize that for the plea of approval that it is. He just dismisses MJ as a golddigger and calls Harry "unwise." Harry is heartbroken by what Norman says about his girlfriend, yet it's interesting that he doesn't try to consol MJ after his father leaves. And when MJ, rightfully, calls Norman a creep, Harry defends him way more passionately than he defended her to his father. It's like Harry has been trained to think and feel exactly as his father does, no matter what, to the point that he declares his father was right about her later. Harry seems singularly motivated by pleasing his unpleasable father, to the point that it causes him to repest his most abusive tendencies.

The fact is, I think, that the Norman/Goblin dichotomy in this movie is taken way too literally, and the NWH rendition of the character certainly didn’t help with that. The reason why we only see “the Goblin” when Norman is alone is that there really isn’t any Goblin. The monster in the mask is just Norman shifting the blame off himself the only way he can, by creating another person entirely who’s responsible for his crimes, rather than admitting that HE is choosing to commit those crimes.
So yes, this is Norman, and yes, this is the Green Goblin. There is no true difference.

Yes on the face of it Norman is innocent and Goblin takes over but like you say it's not really true and NWH shows he may be lying all the time. In the end where he has that innocent face Peter looks at him "sure whatever you say" there is Goblin in him all the time.
