Now, the case is not valid because 2023 has not started. Also the case is not valid in 2023 because your father is already expired. Importantly, no one can file case on dead person for cheque bounce
If you have a legally supporting document for that cheque, wife and legal representatives (children) can file civil case only for the recovery of the cheque amount, but wife cant file case against the cheque bounce .

Go to the police station ..filled a complaint that your cheque book has lost ..they will register your complaint..

Serving of notice is mandatory for cheque bounce case filing. However, you have right to file a civil case for recovery of money.

How do I find the person who issued a cheque- bounced and his address with the bank is incorrect?
Either you can find the address based on his Adhar card or Phone number. To can get address from the telecom company
