I think, we can also make the rectangle full-screen size and download, right? (For non-pro people) And then crop it to our desired size when we put it as an image...
Its not working for me... I have the transparent background but it gets all black instead of blurry. does it has to do anything with the amount of pixels?
If you have Pro, you could export your circle frame as a PNG with transparent background, then re-upload it to Canva (it will now be an image), and apply a shadow (Glow) to create a glowing effect.
I'm flabbergasted that Canva hasn't implemented a simple drop shadow for shapes. It's such a basic need for SO much graphic design.

In the place where you have the "apps" i have 3 dots and i cant find there "Transparent backround"
click on these 3 dots, that should show you all the apps.

Hmmm unfortunately the edges stay "hard" and nothing is blurred so that it looks like a shadow...
Have you actually exported the shape with a transparent BG and re-uploaded it to Canva?
You can just copy the rectangle or add another and change it to black. No need for Canva Pro :)

As far as I know the blur effect doesn't work on shapes! Only on photos :)
