Is the design can protect passengers from moderate to heavy rain?
I believe so, they should consider the Philippine weather whole year round.

They could have switch a train station project to withstand traffic, flooding and safety of pedestrians and will also give more spaces to motorists... this wouldn't sustain 15-20 yrs.
Train and cable cars are another addition. Cebu should have both.
BRT for now. Add Train Lines in the future to serve the greater Metropolitan. BRT only serves the routes within the Cebu City.
