It kinda makes sense in my opinion. Of course it likely is just a retcon but the idea of Luffy peeping on the girls sorta makes sense. He could very well find it 'fun' to do this in the company of his friends but when faced with actual intimacy he takes no interest. Its weird but does fit Luffy's general social ineptitude/seeming asexuality

Nah fhe few times we see luffy do a peeping or sexual interest thing it’s always beside Sanji or Ussop, his friends that he admires are doing an activity and he decides to join in, he never shows sexual interest when he’s completely alone with a nude or even close just sexy woman, even back in those early arcs

Oda also said in an sbs that Luffy understands when someone is beautiful but he sees it as a classification rather than a compliment.

it makes sense though, because before that, while everyone else had heart eyes when bon clay was showing off nami’s body, luffy had just been flat out shocked at seeing this. also nami slapped sanji’s eyes during that scene.
