no it's not safe it's destructive and will kill your pc

No but he's using a virtual machine. Basically he is using a vmware (fake pc) to test his malwares (viruses) so that's how.

You can't stop the malwares from running, so when the malware finished, the VM will be destroyed but the actual pc no.
