I think the government sent Makima/us to help because they thought that Kira was some kind of devil, maybe the heart attack devil or even death. And as he started killing, people got scared and now he's getting stronger, so they needed someone to deal with him before he gets too strong

I guess it's pretty much like an insert? Like inserting 'yourself' into a fandom and creating an alternate universe. That's technically what I've been doing, just inserting a character being reacted to and creating the AU.
