Theory: when Kaminari is in his dumb dumb mold he can hear everyone laughing but he can also hear, his younger brother saying you did this to me you did it.
I don't think it's his fault. He had good intentions, and he was a child. If anything it's the mother's fault for using an illegal method of transferring the quirk to him.
