3) Public hearing and ordinance amending Ordinance No. 87-22 and granting a non-exclusive franchise to Westark Taxi, LLC to operate a taxicab service in the city of Fort Smith (00:09:04)
4) Ordinance establishing a Utility Advisory Committee as a standing committee to research, review and investigate issues regarding water and wastewater utilities and make recommendations regarding such utilities to the Board of Directors of the City of Fort Smith (00:13:20)

6C) Ordinance to levy one (1) mill tax upon each dollar of assessed value of taxable real and personal property for Police Retirement and Pension Fund, pursuant to the provisions of Amendment No. 31 of the Constitution of the State of Arkansas of 1874 adopted November 5, 1940, and for other related purposes
6D) Ordinance to levy one (1) mill tax upon each dollar of assessed value of taxable real and personal property for Fire Retirement and Pension Fund, pursuant to the provisions of Amendment No. 31 of the Constitution of the State of Arkansas of 1874 adopted November 5, 1940, and for other related purposes
