These are the individuals or entities, corporate or otherwise, to whom the Ghanaian government has defaulted on the various bonds they held with the country's central bank. The 30% haircut that Wakili Willis mentioned, which the Ghanaian government sought from bondholders, only affects them. It does not apply to all citizens, nor does it impact mobile wallets or bank accounts of kila mtu, as you seem to suggest.
