- An overview of the Leveling/Padding process using asphalt in the province of New Brunswick by N.R.B Paving (Dexter Construction Co.) under contract to The New Brunswick Department of transportation and Infrastructure.
In our jurisdiction road are leveled/Padded using asphalt before being rechipsealed. They are either leveled using a road grader or using a paver. This video shows the process using a paver. The video is meant as a general overview of the process and does not touch on the process of selecting the areas to be leveled/padded.

Why no tack coat before the overlay patch?
Because the chipseal we are overlaying is rich in AC and the heat of the fresh overlay bonds the two lifts together. On top of that, a coat of 1/2" chip seal will be applied to the top of everything as a final surface to bond it all down.
At 19:29. He was correct when he said he was Paving on the left side because since they are paving up hill then where the paver is at that is your left side and where the yellow arrow is pointing up that's your right side. Now if they was Paving down hill (like the road rollers are reversing or going backwards) then where the yellow arrow is pointing up they'll be your left side and where the paver is at that will be you're right side.
Plus y'all are overlaying instead of road milling and paving which ain't even helping because the road is going to be worse and get pot holes and cracks again and either y'all or another road paving company is going to have to do the same work or replace the whole entire road with the new road:-(
Why don't they use the paver
I assume you mean at the beginning? Its hard to see but there is a catch basin where they are doing the handwork in the middle of the intersection. They have to maintain the grade/slope down to its slotted cover so the water will find its way into it.
