France may produce 70% of its energy via nuclear power but the TOTAL amount generated is far less because it's a smaller country and doesn't consume as much. The other “subsidy” they refer to is Oil companies not having to pay some “social cost or climate change cost” that they calculate based on estimates that solar and wind companies don’t have to pay, even though those resources are extremely carbon intensive on the the capital input side.
