I would have interpreted the "only spinning serial killers are not crew" to mean "everything except spinning serial killers is crew" and attempted to protect everything from harm.

This ion storm law was the highest in the list of laws, and would have changed how the proceeding laws referring to "crew" should be interpreted, meaning "Law 1: You may not injure a crew member or, through inaction, allow a crew member to come to harm," for example, includes everything _except_ spinning serial killers. Or at least, that's how I would have interpreted it.
the most fun thing about being a borg is that you can take things way to literaly, i was once ordered to bring dead or injured people to medbay, i examined every single person i saw for descriptions of bruises, cuts, burns and other, when i saw one i just grabbed them and dragged to medbay, i found RD in science getting healed by CMO, so i take the nearest rollerbed, slam RD on it, and drag to med as the CMO is trying to stop me from doing it, at one point the CMO says "stop!" so i almost missed evac because i wouldnt move, untill i stated my orders to HoS and he overruled the order

When they refused I alas was forced to wait until they leave the shuttle for expedition, to wield the shuttle doors, and to threat them I immediately lift off if they not promise me to eat soft things under the bed. And they promised. And I unwielded the doors. And of course they beat me to death and threw into space

I like how your second law got shifted to the first law, yet still retaining it's conflict requirement, making it paradoxal where I think you don't have to follow orders because it conflicts to the first law, which is following orders

Man talks about bears and no body asks for laws like at all. the duality of the station workers. an example would be being a medical borg and saying the word "cannibalize" when saying "We'll need to (cannibalize) some suites for cloth to make gauze" and was told to state laws. i was ion stormed but they let me still work since my laws weren't harmful or bad. though i did have one that would have given my and excuse to drain cargo's cash like a dingus. "The crew craves poverty" was the ion storm law. i just told people throw money and their wallets into spaces, and it's whats best for them.
