As far as i know you have 'wrong' dimensions for the tools because those are directly converted from metric to imperial. 6 mm end mill -> 0,23622 in 1/4in end mill -> 6,35 Imperial system confuses me bad. 0,394 in is a 10 mm :) and this is a usual tool diameter in metric.

in Catia V5, you can find it in Start/Machining/Advanced machining ;)
On mine it doesnt, it only has Lathe, Prismatic, Surface Machining, as well some NC and STL options.
