- Man escapes from prison with a canister which he thinks contains a million dollars worth of heroin but is actually filled with deadly radioactive cobalt. A chase ensues when the authorities try to catch him before he exposes the public to radiation. During the chase, Edwards gets sicker and sicker from the leaking container.

As soon as I heard the music I knew this movie would probably be worth a watch.

Just had a look on Google Maps yes the building is there full of graffiti but those two balconies have survived and the structure holding them up has not changed, the sign on the building now says " American Vintage"

The movie conflates contamination and radiation to an extent. Cobalt-60 emits only gamma and beta rays, which have a very limited ability to activate material to become radioactive. Therefore, once a sealed canister of cobalt-60 is removed from a location, such as a vehicle, no excess radiation would be detectable.

I used the same Radiac to test radiation levels while Nuclear Biological and Chemical Warfare team USS MIDWAY . The reading i could see was 200 Roentgens per hour so Vince is dying on schedule.

That was not the Los Angeles skyline (from the film's time frame or from any time period) in the background out the window of the police chief.

Why is it dark in the police Department
It's the "Noir" detective department, light isn't a necessity, only snappy banter is required. Finger printing, records, front desk, etc. get the lighting.

Budget cuts in the dept.
Why have that in a prison? Was they secretly killing prisoners?
They know the guy in the car had the Cobalt but say they dont know what to look for..maybe the car the guy with the Cobalt was in?
Not to mention they already stopped him using the car and license and even opened the briefcase.

When film makers knew how to deliver a story express. Now it's all show-off acting and prancing effects. Maybe real men have been forced out of the film business.
Studio Ghibli is making some nice movies, but that's in Japan.

Very often, extra short prsoners can be found hiding there. It's worth checking.
