I have been lucky enough to get to visit Rochelle a couple times and that water tower is a major landmark. Your level of excitment rises as you see the tower getting closer up the road because you know it's only a couple bloks from your destination. By the way, as a midwestern person I have called the city "RUH-shell" and nobody had called me on it yet.
I've been to the Rochelle Illinois railfan park before and that pump building when there are no trains you can hear the well pump generators running pumping the water to the watertower. =^.^=
How much was this? Can you give us a link to the manufacturer? The kit water towers, like Walther's, are all about half the size they should be. A spherical water tower is typically 130', which is about 1.5' in HO scale, yet Walther's water tower is only 9" tall. It's driving me nuts. I had to remove it because it's next to a freeway on my layout and I installed a BLMA billboard which sadly dwarfs the Walthers water tower.

He did very nice work if the tower. Very nice addition to the layout and your right that scene would be incomplete without it
