If this happens in Endurance, this counts as a 99 + 99 = 198 chain. This will give you 78,408,000 points at the end of the game. My biggest chain was 18 (13 + 5), by the way (648,000 points).

i don't think anyone's manually counted, but it's probably 256 (the point at which an unsigned 8-bit integer overflows to 0). there are likely separate ram addresses tracking the total chain value (for chain voice lines), the chain count, and the line count (each for the onscreen counters), which could explain why the voice lines reset far sooner than the onscreen chain counter. that the score multiplier never seems to reset, however, is a mystery. also seems really strange to lock the onscreen counter at 99, but continue counting in the background, when functionally it doesn't make a difference since the score multiplier caps at around a 40 chain. the devs probably didn't anticipate anyone taking this mode seriously lol
That depends on if the garbage being sent is capped at six comets at the top of the board, or if that is just the visual, and the garbage is stored as a variable without upper limits.
In fusion, tetris/tspins barely deal any extra damage than extending the chain For reference, the damage about doubles every line or puyo cleared at higher chains, which means multiple lines at once is a disadvantage
