Update: It worked for me while being outside the USA (I'm in the UK).
All I had to do was verify my email + phone number.
It took a couple months (i think, I didn't really keep track of how long) but now I have voice chat!

Listen guys, If u have a verified number acc and age 13+ and the vc option still doesnt pop up that means that u are not from us uk and more... ik u need to wait but u can use a vpn and select the vpn to the us and if u verify the number the vc feature will pop up cuz us users get vc very fast like u dont even need to wait 1-2 days if u are using a vpn hope this helped
