I presume the fictional movie is just an assemblage of scenes playing homage to car chases and other action scenes involving automobiles from classic movies and TV shows just like how Driver: San Francisco had a whole bunch of pop culture homage side missions (except without the framework of a movie being filmed because it was all taking place inside Tanner's head).
I suppose you're right, these driving challenges do seem a lot less "involved" than the movie/TV missions from Driver: San Francisco, which did have proper car chases. I can't believe the always-online live service game from Ubisoft pales in comparison to similar missions in an offline single-player game that Ubisoft released two generations earlier (coffcoff just like Assassin's Creed IV: Black Flag vs. Skull and Bones).
