It's been out for a while that the US military was building this pier, how does Gaetz expect it to get done without 'boots on the ground'? FYI, the US has boots on the ground in many nations accross the globe, much of which isn't known to the US public.
Let's say you need 5 aircrafts to fully cover all missions, but you produce and have 50 total. Having %10 of your fleet mission capable is "acceptable".
