The MPs send their question in writing to the Speaker/Chairman in advance and the Minister in charge/PM have to be present when the member raises that question in Question Hour next day. If they can't be present themselves, they are bound to depute someone to answer on their behalf.
Democracy is just an illusion. Not everyone's right is equally represented. The majority always wins so the individual who voted against a certain individual has basically no rights. Besides in full context he clearly stated he isn't answerable to those journalists who are tagged pro-anti any party si ce it gas no credibility.
