He'll be missed when he finally hangs it up.

You wouldn't count the belt, despite WWE bringing in TNA wrestlers and talking about TNA during their broadcasts? Guys like Nakamura and Styles get acknowledged for IWGP success. It baffles me why the IWC gives Orton a pass. Orton was caught on live stream saying a racial slur for starters. That's a pretty big red flag in itself if you're the kind of person who just casually drops a racial slur. More importantly though Randy was one of the people called out in the speaking out movement a few years back. Some people here may remember a story of Randy's alleged 'handshake' with new writers. Randy allegedly did this to multiple people whose names and genders we don't know (not that gender should matter here) and what he did was just blatant sexual abuse and coercion in the absolute BEST case scenario. For whatever reason Randy gets a total complete pass everywhere. I learned this story from F4W who you would think would hate Randy after this...but nope. They sure don't care for others in the speaking out movement. The IWC probably won't give a glowing reception to someone like Brock and that's GOOD they won't....but Randy is actively wrestling and a total pass.

The champion, MAYBE AJ Styles (in his last run as champion) faces Cena AND Orton. So either Styles pulls a Jericho 2.0, beating Cena and Orton and retaining, or one of Cena or Orton breaks Flair's record.
I think the title should somehow become vacant after Orton ties Cena then we get Cena vs Orton (one last time) at Survivor Series 2024 with the winner taking the title and record
